Board of Assessors

Presently, the members of the Board of Assessors are Bill Vaughn, Chairman, Jean Hagood, George Thomas, Glenn Hayden, and Johnny L. Gordon.

William "Bill" C. Vaughn, II, received a Bachelor of Business Administration with a degree in Accounting from Georgia College in 1976. Bill is married to Judy Pennington with three children, Becky, Beth and Clay and three grandchildren, Tyler, Katie and Will.

Bill was employed with the CPA firm of T.W. Clifton and Company from 1966 to 1977. He served as staff auditor and was involved in the audits of Bibb County, City of Macon and the Bibb County Board of Education.

The Bibb County Board of Commissioners hired Bill in 1977 as the County's first Finance Director. He held this position for 27 years. Under Bill's leadership as Finance Director, Bibb County received the Certificate of Achievement for Excellence in Financial Reporting for 19 Consecutive Years and the Distinguished Budget Award for 13 consecutive years. These prestigious awards were made by the Government Finance Officers Association of the United States and Canada.

Bill served as the President of the Georgia Government Finance Officers Association in 1992 and 1993. In 2004, Bill was appointed as Bibb County's first Chief Administrative Officer where he served until his retirement in 2005. Bill is a member of Riverside United Methodist Church where he served as Chairman of the Finance Committee for 6 years.

Mrs. Jean Hagood was born in Macon, Georgia. She has been a resident of Bibb County for more than 60 years. She is currently serving as Vice-Chairman of the Bibb County Tax Assessor's Board. Ms. Hagood retired from the Warner Robins Air Logistics Center in 1999. She achieved the rank of GS-15, and her final assignment at Robins Air force was Director of Environmental Management.

Mrs. Hagood is married to Kenneth D. Hagood who is retired from the Macon Police Department. Mrs. Hagood has one daughter, Kelly H. Burke, who heads the Science Department at Woodstock High School. She has two grandchildren, Adam and Katie Burke, and a son-in-law, David Burke.

Member of the Riverside United Methodist Church, served as Chairperson of the Staff/Parish Committee, served as a Church Trustee, member of the Finance Committee and President of the Woodruff Sunday School Class; served as the Chairperson of the Robins Combined Federal Campaign; President of the Bowden Ladies Golf Association and is serving on the Georgia Senior Women's Golf Association Board.

Glenn Hayden received a Bachelor of Business Administration with a degree in Real Estate in 1989 and received a Master of Science in Real Estate in 1991 from Georgia State University. Glenn interned with the Georgia Power Economic Development Department while attending school at Georgia State University. Glenn has over 15 years experience in the ad valorem tax field, working for the Dekalb County Board of Assessors as a Commercial Appraiser, working as a tax payer tax advocate, and working as a Property Tax Manager for Ikon Office Solutions and the General Electric Company.

Johnny Gordon is a 62 year old African male who has been married to his lovely wife Leila for 40 years. They have no children, and he is a Deacon at Mount Calvary Baptist Church in South Macon.

Johnny graduated from Ballard Hudson High School in 1964 and attended Fort Valley State University and Middle Georgia Technical College.

He is retired from the Department of Defense at Warner Robins Air Force Base where he worked as Department Division Chief of the Defense Logistics Agency for 37 years. Five of those years he worked with on base private contractors.

Johnny has been actively involved with youth sport programs for the past 44 years. He is a former board member of Macon Little League Baseball, and a former board member of Jazz Association of Macon (JAM).

George Thomas was born in Orangeburg, South Carolina to the parents of Arthur and Alice Thomas. George is married to Loretta Thomas and has two sons, Antonio and George Jr. George graduated from Spartanburg High School as was awarded an athletic track and field scholarship to the University of South Carolina. During George's tenure at the University of South Carolina, he achieved numerous awards. George held the University of South Carolina's School records in 60, 100, and 200 meter dashes as well as the long jump. George also achieved All American status in track and field while attending the University. In 1980 George was named Athlete of the Year for the city of Spartanburg.

George graduated from the University of South Carolina in 1980 with a B.S. Degree and enrolled in the Masters Program of Rehabilitation Counseling. After graduation, George joined Combine Insurance Company, and then was employed with Rental Property Management out of Charleston South Carolina for 25 years. At Rental Property Management, George was responsible for overseeing an $800,000 annual budget and always maintained positive net income while managing a staff of employees and independent contractors.

During George's tenure at Rental Property Management, he made a positive impact in the community by implementing several programs: "Improve your Grades" School Children Program, Senior's Program and Appreciation Celebration, coordinated Summer Programs and After School Programs, and coordinated Eye Screening for the Uninsured and partnered with business to assist the underprivileged.

George currently owns GLS Properties, which was established in 2001. GLS Properties rents, buys, and sells properties. Additional services include, home improvement, roofing, landscaping, and more throughout Georgia.

George has always enjoyed mentoring children. He coached little league football and baseball at Central City and Vine Ingle with a baseball title in 2002.

George's affiliations include: Carolina Alumni Association, University of South Carolina Letterman Club, National Assisted Housing Management Association, NAHMA, Southeastern Affordable Housing Management Association, SAHMA, Member of Georgia Association of Assessing Officers, and International Association of Assessing Officers.
